About Us
At Gibelli Positive Pathways, we are dedicated to providing compassionate, evidence-based Positive Behaviour Support and counselling services to individuals and families across Victoria. Founded by Gus Gibelli, a Proficient Behaviour Support Practitioner and registered Counsellor with the Australian Counselling Association, our practice is built on over a decade of experience helping people make meaningful, lasting change.
Gus has worked across a wide range of settings, supporting individuals of all ages and abilities to navigate life’s challenges, improve mental wellbeing, and reduce behaviours of concern. With a deep understanding of both behavioural science and emotional support, he brings a unique, holistic approach to every client relationship.

Interim Behaviour Support Plan (IBSP)
We begin by developing a draft Interim Behaviour Support Plan, which is shared with key stakeholders for review and feedback. If the plan includes any Restrictive Practices, it must be approved by the relevant state authority and submitted to the NDIS Quality and Safeguards Commission.

Functional Behaviour Assessment (FBA)
A Functional Behaviour Assessment helps us understand the reasons behind behaviours of concern. This process involves identifying patterns, triggers, and environmental factors that influence behaviour. Key areas we examine include:
Triggers (such as events, environments, or interactions)
Responses or consequences that escalate or reduce the behaviour
Trauma history or past experiences
How well the current environment meets the individual’s needs
From this, we develop evidence-based hypotheses to guide the next steps in behaviour support.

Comprehensive Behaviour Support Plan (CBSP)
Estimated Hours: 20–60 hours
The Comprehensive Behaviour Support Plan is a personalised, long-term strategy that builds on the insights gained from the FBA. It is developed through an emotional regulation framework and includes:
Trigger reduction and coping skill development
Environmental adjustments to promote safety and calm
Increased access to preferred and meaningful activities
Skill-building strategies to teach communication, social, and self-management skills
Reactive strategies for calming and de-escalating incidents quickly and effectively
This plan aims to reduce behaviours of concern and improve the individual’s overall quality of life.
Implementation & Training
Consultation is provided at every stage to support the development and implementation of the plan. We offer ongoing training and coaching to families, carers, and support staff to ensure strategies are applied consistently and effectively.
Plans are reviewed regularly and can be adjusted based on feedback and observed outcomes to ensure they remain responsive and relevant.
NDIS Behaviour Support Progress Report
Estimated Hours: 5–10 hours
We provide detailed progress reports for submission to the NDIS, documenting behavioural risks, interventions, and outcomes. These reports are essential for ensuring participants receive the appropriate level of NDIS-funded supports aligned with their current needs.

Positive Behaviour Support is a specialised approach designed to reduce and eliminate behaviours of concern and risks of harm related to disability. It is delivered by a registered Behaviour Support Practitioner and involves developing a personalised Behaviour Support Plan in consultation with the participant and their support network. The focus is on improving quality of life by addressing environmental, social, and communication factors that contribute to challenging behaviours.
In contrast, psychologists provide counselling and psychotherapy, supporting individuals with challenges linked to mental health conditions, such as anxiety, depression, or trauma. Their work typically involves emotional support, diagnosis, and therapeutic intervention.
Both services play important roles—but PBS under the NDIS is specifically designed to address behavioural challenges related to disability in a structured, evidence-based way.
